# Hundreds of businesses in Kharkiv may close from December 4 due to shelter requirement

From December 4, hundreds of private businesses in Kharkiv may cease operations due to the lack of shelters. This is the day the transition period granted by the Cabinet of Ministers for arranging safe spaces under Resolution No. 1092 of September 4, 2026, expires. 

The resolution requires businesses to stop work during the "red" alert level, and during the "yellow" threat allows only those who can ensure protection for employees and visitors to operate. Entrepreneurs must set up a shelter or safe zone, find a communal shelter nearby (no further than 500 m for three-story buildings and 300 m for buildings of three stories or more), and place 100×60 cm signs with the appropriate wording. 

Entrepreneurs say the requirements are impossible to fulfill and are asking the government to cancel the resolution. The new rules apply to everyone—from large shopping centers to small cafes and hair salons.
