Kharkiv City Council asks to allow autonomous heating in apartments

Kharkiv City Council will appeal to the Ministry for Restoration, Infrastructure and Transport of Ukraine with a request to revise legislative acts on centralized heating and hot water supply in apartment buildings. This decision was supported by deputies at an extraordinary session on October 21.

The aim is to allow people in frontline areas to disconnect from centralized utility services and switch to autonomous ones. Currently, the law permits this if half of the residents of a building have already refused centralized heat.

Mayor Ihor Terekhov noted that the issue has not been resolved at the state level for years, and people who have the desire and ability to install individual heating should be able to do so. Deputies ask to revise the norms because in frontline or affected areas the networks are destroyed or centralized heat supply is partially restored, or it cannot be restored.
